Communities of Practice Call – Shifting the Red Flag Framework: Enhancing Whole Person Responses in Service Delivery (Part 1)

Description: The anti-trafficking field has used the red flag framework as an identification tool, also referred to as indicators, and/or signs of trafficking, to assist in identifying human trafficking survivors.   The reliance on red flags has created a gap that negatively affects reaching and supporting all survivors of human trafficking. The anti-trafficking field has evolved and understands now that trafficking can look very different than what is outlined in the red flag categories and is often uniquely based upon many factors, (E.g. financial position, culture, and geographical location). We must ensure that the approach to victim identification fosters wider access and inclusivity.

In this CoP, we will:

  • Acknowledge why red flags were created and discuss the process of shifting the framework to support the whole person.
  • Address that using red flags as tools for identification has caused harm to survivors and created/increased the gaps in misidentification and under identification in all forms of trafficking.
  • Share new framing for identification and support for the whole person on their journey to healing and justice.

Who Should Attend: OVC-funded program staff of all levels; especially those who support/supervise training for staff and partners and oversee client screening processes
